ACTION REQUESTED:
Review and approve Environmental Health Division fee changes and recommend their submission to the BOCC for adoption.
BACKGROUND:
In accordance with G.S. 130-A-39(g), which allows local health departments to implement fees for services rendered, the Human Services Agency Public Health Department (Environmental Health), with the approval of the Consolidated Human Services Board and the Board of County Commissioners, may implement specific fees for services reimbursement. Environmental Health Program fees are calculated based on a comparison of other county Public Health departments as well as consideration of staff time, per diem rates, laboratory services and other associated costs of rendering the provision of the services. Fees are also enacted or changed by legislative actions. Nine (9) fee adjustments are requested for commercial plan review and permitting of public swimming pools and soil/site evaluations, and permitting and inspections of on-site wastewater disposal systems.
FINANCIAL IMPACT:
The financial impact of the Environmental Health Division fee recommendations is based on current trends in new development and commercial activity in Union County. If demand for public swimming pool and on-site wastewater disposal system permits remains stable and using current permit issuance data, it is estimated that the total financial impact to these fee changes will result in an increase of $82,000 in revenue per fiscal year.
