INFORMATION CONTACT:

Janet Payne, Human Services Agency Executive Director 704.296.4348

ACTION REQUESTED:

Review and approve the Consolidated Human Services Board (CHSB) Rules of Procedure and Policies

BACKGROUND:

The CHSB adopts rules of procedure to guide its operational activities and has additional policies to ensure compliance with general statutes associated with operations of the Human Services Agency’s six Divisions: Business Operations, Community Support and Outreach, Public Health, Social Services, Transportation, and Veterans Services. There are currently five CHSB policies in addition to the CHSB rules:

-                     CHSB Rules of Procedure

-                     CHSB Policy Development Policy

-                     CHSB Rules Adoption Policy

-                     CHSB Staff Development Training and Education Policy

-                     CHSB Appeals Policy

-                     CHSB Public Participation for Community Health Improvement Strategic Plan Policy

Staff requests the CHSB review proposed revisions to each of these documents, provide feedback, and approve a final version of each document.

The Rules of Procedure include guidance for the amendment and adoption process indicating: The procedures may be amended at any regular meeting of the Human Services Board, or at any special meeting that includes amendment of the operation procedures as a stated purpose of the meeting. Any amendments must be approved by a vote equal to a quorum. A motion to suspend the rules must also be approved by a vote equal to a quorum.
