PRIOR BOARD ACTIONS:

December 19, 2022, Regular Meeting, Agenda Item # 22-854 - Board approved application to apply for grant funding to purchase bi-fuel conversion kits.

BACKGROUND:

In the FY24 Combined Capital Grant application, Transportation asked to have 9 replacement vehicles converted to bi-fuel (gas/propane) through the purchase and installation of bi-fuel conversion kits. IMD/NCDOT has approved the application to convert the vehicles. The FY24 Combined Capital Grant will fund the replacements with a 90% State and 10% Local match.

•                     (6) Conversion Kits for the 2024 Ford E-350, 20” LTVs at $8,751 ea.

•                     (3) Conversion Kits for the 2024 Ford Transits at $6,956 ea.

N.C.G.S 143-129(e)(3) and N.C.G.S 143-129(e)(9) allow local governments to make purchases through a competitively bid North Carolina Statewide Term Contract or a Group Purchasing Program.

The purchase of the 9 Conversion Kits will be made using North Carolina Statewide Term Contract 557A as quoted by Blossom Services, Inc. The Procurement Department has vetted this contract and purchase amount.

FINANCIAL IMPACT:

The anticipated cost for the 9 Conversion Kits is $73,374.00 of which 90% ($66,036.60) is covered by the FY24 Combined Capital Grant with a 10% county cost of $7,337.40 and is budgeted accordingly for FY2024.
